Pushes Bonds to Save The Railroads Gov. Rockefeller did some stumping for the proposed transportation bond issue yesterday by telling a meeting of Westchester com munity leaders that the future of the New York Central and New Haven Railroads hinges on voter approval of the issue Nov. 7. The measure, empowering the state to allocate $1 billion for mass transportation, will help rejuvenate the New Haven and the Hudson and Harlem divisions of the New York Central, Rockefeller said at a White Plains meeting sponsored by the Westchester Junior Chamber of Commerce, the county association and the county Citizens Committee for Better Transportation. What They Could Get The bond issue "will enable you to get up to state aid to buy new cars, build a new station or transportation center for your commuter lines," Rockefeller said.

The governor also pointed out that the bond issue would provide up to of the cost of purchasing new buses, building new bus stations or other capital improvements. Airport Aid, Too If the bond issue is approved, he added, the state could provide up to of the cost of a general aviation airport planned by the county to accommodate company, private and charter planes. "Rejection of the bond issue would represent a wrong turn that could head this state toward a crisis in congestion," Rockefeller said. Mayor Asks Employes To Vote for Bond Issue Mayor Lindsay is urging the 275,000 city employes to vote for the $2.5 billion transportation bond issue in the Nov. 7 election, City Hall disclosed yesterday.

In letters that will be enclosed in the employes' pay envelopes Friday, Lindsay says the measure offers "strong hope for easing our transportation problems before they become crisis." A spokesman said the mayor does not plan to express his opposition to the proposed new state constitution in similar letters. ZOLLINGER Washington, Oct. 27 (AP) Wladyslaw Tykocinski, 43, onetime chief of Poland's mi' ary mission in West Berlin, who defected to the West in 1965, was found dead in his apartment here Wednesday. Death apparently followed a heart attack, officials said today. A year after his defection it was announced that a military tribunal in Warsaw had tried Tykocinski in absentia and found him guilty of "having betrayed his country" by cooperating with U.S.

27 (AP)Dr. Bayes M. Norton, 64, scientist and professor of chemistry at Kenyon College, was found dead this morning in a campus stockroom, apparently due to natural causes. Norton was cited for his contribution to the Manhattan Project during World War II and for his leadership in establishing the 1953 placement program for high school students entering college. He was co-author of a section of an official U.S.

government history of science of World War II entitled "Rockets, Guns and Targets." He had taught at Kenyon since 1937. EPHIM H. JESHURIN Services for Ephim H. Jeshurin, 82, labor leader, bibliographer of Yiddish literature and retired business manager of the Jewish Daily Forward, were held yesterday. A pharmacist early in life, Jeshurin twice served as president of the Workmen's Circle, a Jewish labor fraternal order, and successfully led a fight against Communist insurgents within the order in 1925.
